Llanelli Town are favourites to win the Nathaniel Cars Welsh League title, but they have been rocked by a Football Association of Wales decision.
Llanelli’s application for a domestic licence has been turned down by the FAW and that could open the way for Haverfordwest County to go up.
A Llanelli statement says: “The club will now assess, digest and then appeal the decision.
“We are more than confident in achieving the domestic licence during the appeals process.”
Llanelli have 10 days to appeal and that would be heard on Thursday, April 26.
Haverfordwest have been granted a licence, while Penybont withdrew their application.
County must finish in the top two to keep alive their hopes of going up, while Llanelli need to win their appeal and finish above Haverfordwest to take the lone promotion place available.
Manager Andy Hill and his Llanelli team earned a 4-1 home win against Monmouth Town at Stebonheath in their latest match.
That was their final home game of the season and Llanelli now have five away matches to play.
Lee Trundle’s free-kick struck a Monmouth post before opening the scoring after 28 minutes, cutting inside to firing home.
Monmouth equalised two minutes later when a shot by Rob Laurie rebounded to Lewis Clare and he forced the ball into goal.
The score was 1-1 at half-time and it look some time before Llanelli took command thanks to two late goals.
Jordan Follows scored from an Antonio Facciuto, curling a delightful finish into the top corner from the edge of the area.
Kurtis March saw his effort scrambled off the line when Trundle set up the chance, while Monmouth went close when Clare was put through the middle and forced goalkeeper Craig Morris to run outside of his area and head clear.
The ball fell to Kaz Kareem and the Reds` goalkeeper was forced to drop down and grasp his goal bound shot.
Trundle set up the third when his run took him close to goal before finding March, who steered his finish home from point blank range on 88 minutes.
Three minutes into injury time substitute James Loveridge was picked out wide on the left before despatching a well struck shot into goal.

Haverfordwest powered to a 3-0 home win against Afan Lido.
The Bluebirds were good value for their victory with Steff Williams (2) and Ryan Thomas the scorers.
Greg Walters, playing at centre-forward, produced a strong, efficient job of competing for ball in the air and picking up team-mates.
Goalkeeper Conah McFenton was safe and solid, while Sean Pemberton did a tight man-marking job on Jack Todd and Tim Hicks was immaculate at sweeper.
Teenage full backs Leon Luby and Alaric Jones both went forward time and again, while new signings Elliot Scotcher and Ryan Thomas slotted in neatly alongside Ricky Watts in midfield.
The next league game for the Bluebirds is against Penybont away on Saturday (April 14).
